Victory for South Laguna: Planning Commission OKs Trimmed-Down Parking Pilot

The voice of the South Laguna community was heard loud and clear at the May 6th Planning Commission meeting. In a significant win for local residents, the Commission approved a modified, one-year pilot program that significantly scales back the city’s original proposal.

What Changed? (The “Trimmed-Down” Version)

The original plan aimed to implement paid parking across a wide swath of our neighborhood. However, after extensive public comment and advocacy from neighbors, the Commission made several key adjustments:

  • PCH Only: Paid parking meters will be limited to Pacific Coast Highway (roughly 501 spaces).
  • Neighborhood Side Streets Protected: Most of the inland side streets that were previously slated for paid parking have been removed from the pilot. This preserves free residential parking and prevents “parking migration” from further clogging our narrow streets.
  • Reversible & Temporary: The program is strictly a one-year test. It is designed to be temporary and reversible, ensuring that if it doesn’t solve the safety and circulation issues as promised, it won’t become a permanent fixture.
  • Solar-Powered Pay Stations: Approximately 22 solar-powered stations will be installed, but only in areas where existing sidewalks provide safe access.

Community Watch: The 90-Day Checkpoint

While the side streets are currently excluded from the pilot, we know that “parking migration” is a serious concern. To ensure our neighborhood isn’t negatively impacted, the Planning Commission has mandated a 90-day review once the meters go live.

This means we have a three-month window to gather data. If you see tourists blocking driveways, creating safety hazards, or flooding residential streets to avoid the PCH meters, we need to document it.

How you can help:

  1. Report Issues: Use the city’s non-emergency line at (949) 497-0701 for parking violations or safety concerns.
  2. Document & Photo: If a specific street becomes a recurring problem, take photos and send them to the So Laguna Neighborhood Association. You can also comment them on this post so everyone is aware.
  3. The PTC Review: After 90 days, the Parking, Traffic, and Circulation (PTC) Committee will weigh in on the pilot’s performance. Your documented feedback will be the evidence we use to advocate for residential permits or further protections.

The pilot is expected to launch in late June 2026. Let’s work together to make sure South Laguna remains safe and accessible for those of us who call it home.

The Goal: Safety and Turnover

The city’s staff framed this modified program as a necessary step to manage the 37,000+ vehicles that traverse our corridor daily. By focusing on PCH, the goal is to:

  1. Increase Turnover: Ensure beach-goers and visitors have access to spots near coastal entry points.
  2. Improve Safety: Delineate clear parking spaces to prevent hazardous “creative” parking along the highway.
  3. Data Collection: Use the one-year period to gather real data on whether paid parking actually improves traffic flow in South Laguna.

While the Planning Commission has given the green light to this scaled-back version, we will be watching closely as the pilot is implemented. Our focus remains on protecting the unique character of South Laguna and ensuring that neighborhood standards are upheld.
