Important limitations
The State Controller says the information is submitted by each public employer and that position counts do not distinguish full-time from part-time or partial-year employees. “Total wages” is not the same as regular salary, and retirement and health contributions are separate from wages. The City also reports that its Controller submission excludes payments toward the unfunded liability of its employer-sponsored retirement plan.
