City “final” records are included with inspection activity because final status may be deferred until the broader project closes. None of these categories is a construction-completion count.
Permit activity is not a construction-completion percentage. “Inspection activity” includes City-final records because final status may be deferred until project close. Private connections, utility energization, communications transfers and pole removal are separate milestones.

City permit activity
These counts come from public City electrical-permit records matched to this district. They show administrative activity—not whether every property connection, utility transfer or pole removal is finished.
APN match, not address match: A property is counted when the permit’s Main Parcel APN exactly matches an APN in the district roster. The displayed address may be 238, 240, or 238–240 without changing that match. Multiple permits on one APN count as one matched property. If the APN is missing or different, the tracker does not guess from the street address.
- Application/review 1
- Permit issued 7
- Inspection activity 41
Inspection activity includes records the City marks final. Inspectors may defer that administrative final status until the broader project closes, so it does not measure completed properties.
District addresses and matched permits by street

District-address totals come from the property-address rows in the City’s January 27, 2026 final engineer’s report. It lists 90 address/APN rows; assessment number 70 is absent from the published calculation table. Matched permit parcels are distinct APNs in the City permit export. A district address without a matched permit may be pre-undergrounded, exempt, not yet filed, or described differently in the City record. These figures are not completion counts.

What this tracker measures
Official permit records
The tracker checks the City of Laguna Beach Citizen Connect permits export and matches undergrounding records by an authoritative district APN roster when available, then by explicit project wording.
APN match vs. street address
The assessor parcel number (APN) identifies the property and controls the count. The street address is used only as a readable label and for the street table. A compound address such as 238/240 can therefore match one APN, while multiple permits on that APN still count as one matched property.
Permit status limitation
The City may defer a permit’s administrative final status until the broader project closes. Public charts therefore combine final records with inspection activity; neither category proves that a private connection or district is complete.
District-level City records
These are City records matched to the project but not classified as parcel-level electrical permits. They may document broader project or infrastructure activity; they do not mean a property—or the district—is complete.
Full district totals
Assessment-district totals come from parcel rolls or an identified private-connection roster. When a utility-funded project report does not publish a comparable property count, the dashboard says “Not published” instead of displaying zero or estimating from a map.
Weekly comparison
Each refresh is saved as a dated snapshot. Changes are reported after a second successful snapshot establishes a comparison.
Citizen Connect warns that searches for dates before its March 12, 2025 launch may be incomplete or inaccurate. Verify decisions with the City or utility provider.
