Who placed Measure E on the ballot?
Measure E originated with NimbleGov PAC, a Laguna Beach political action committee advocating for City Council term limits. NimbleGov identifies Michael Morris as founder and treasurer and former Laguna Beach Councilmember George Weiss as co-founder. The organization identifies its committee as FPPC ID #1421491.
NimbleGov states that it began the initiative process on April 29, 2025 by submitting a notice of intent to circulate a petition. It reports collecting 2,471 prima facie Laguna Beach voter signatures; after Orange County Registrar of Voters validation, the City Council adopted Resolution 25.100 on December 9, 2025, placing the term-limits question on the November 3, 2026 ballot.

The September 25 amended Form 460 corrects a donor’s address; the reported financial totals match the September 24 original. Its payment schedule lists brochures and reimbursements for business cards and yard signs. NimbleGov filed as a general-purpose committee, so these committee-wide figures should not be described as spending exclusively on Measure E.
