Exploring the Coastline Responsibly

South Laguna is home to some of the most stunning coastal landmarks in Southern California. However, many of these spots are tide-dependent and located near private residences. We ask all visitors to practice Leave No Trace and respect our local neighbors.

Victoria Beach Pirate Tower (La Tour)

Built in 1926 as a private staircase, this 60-foot stone turret is one of the most photographed spots in Laguna.

  • Access: Use the public stairs at Victoria Drive and Sunset Terrace. Turn right at the bottom and walk around the rocky point.
  • Safety: The tower and the circular “ocean pool” next to it are only safely accessible during low tide. High surf can make this point dangerous to cross.

Thousand Steps Beach & Sea Caves

Named for the 200+ steps leading down to the sand, this beach is a favorite for fitness enthusiasts and explorers.

  • The Sea Caves & Pools: Located at the south end of the beach. While beautiful, these are extremely dangerous during high tide or high surf.

Safety Requirement: Only attempt to access the sea caves or saltwater pools when the tide is below 1.5 ft. Never enter a cave on an incoming tide.

Parking: Use the Local’s App

Parking in South Laguna is notoriously limited, especially during peak summer months. To avoid circling the block, we recommend using the city’s official parking app.

  • You can pay for your spot and extend your time directly from your phone.

Visitor Tip: Parking & Ethics

Parking in South Laguna is notoriously difficult. Please avoid blocking residential driveways or parking in “Resident Only” zones. Most visitors find the most success using the metered spots along Pacific Coast Highway (PCH) and walking down to the beach access points.
